Year of enterprise

In accordance with Presidential Decree of February 3, 2011 № 43 "On Declaring 2011 the Year of enterprise"

Current year - the year of implementation of the Directive № 4 "On the development of entrepreneurship and encouraging business activity in Belarus," signed by the President December 31, 2010. Directive № 4 - document software. It provides a range of measures to address the remaining challenges to the development of entrepreneurship and the creation of a barrier on the merits without the business environment. These enlarged areas for improvement of business environment include:

1. The development of fair competition, regardless of ownership.

2. The protection and promotion of private property, creating conditions for the smooth conduct business.

3. The elimination of unnecessary administrative barriers in the interaction between state bodies and legal persons and citizens.

4. Harmonization of tax systems operating in Europe. Giving the tax laws of nature, stimulating the conscientious performance of tax obligations and business initiative.

5. Giving control of the preventive nature, the transition to a predominant use of preventive measures aimed at preventing crime in entrepreneurial activity.

6. Improvement of infrastructure and financing small businesses in order to enhance business activity and ensure effective support for entrepreneurship.

7. Exclusion of excess labor market regulation.

8. Formation of the legal framework that promotes development in Belarus, a public-private partnership.

9. Stability of legislation. Acceptance by the courts, other state agencies and officials decisions in favor of businesses and citizens in case of ambiguity or vagueness of the requirements of legislative acts.

Entrepreneurship can occur under certain conditions and an appropriate atmosphere in the society. Declaring 2011 the Year of enterprise means that in Belarus these conditions and such an atmosphere there.
